On an Independence Day afternoon, with the sun just breakiung through, U.S. Appellate Judge Judge Richard Tallman administered an oath in which 486 persons from 87 countries swore off "any foreign allegiance to prince or potentate." The oath, taken at the Seattle Center, made them citizens of the United States of America. "My fellow Americans, this will surely be a moment you will remember for the rest of your lives," said Tallman, on the one day each year that U.S. District Court formally convenes at the Fisher Pavilion.
